The Epic of the Tally Clerks
The history of the Tally Clerks is an epic of struggle, grit and fellowship. In the early 1930s, the port administration and shipping agencies handled the checking of cargo loading and unloading at the Port of Paranaguá; when staff were lacking, casual workers were called upon — and that was the starting point.
After much struggle, on May 28, 1938, in the auditorium of the Stevedores' Union, the Union of Cargo Loading and Unloading Tally Clerks of the Port of Paranaguá was officially born, with Olympio Barthô Toccheton — a former telegraph operator from São Paulo, with a Paranaguá heart — as its first president.
Official recognition by the Ministry of Labor, Industry and Commerce came 46 days after the founding, through Decree No. 24,694/34. In 1939, registration of tally clerks with the Port Authority became mandatory, and the profession was later regulated, with mandatory enrollment at the Maritime Labor Office.

The union's path is also marked by leaders who projected the category far beyond the port — such as Mário Teixeira, now president of FENCCOVIB, and Carlos Antonio Tortato, former union president and former mayor of Paranaguá.

The Restructuring
A new cycle of modernization established CONFEPAR as a reference in representing tally clerks: affiliation with the CTB and the ITF, the signing of two Collective Bargaining Agreements with SINDOP, and the entry of 24 new tally clerks into the category.
